Useful Information: | Hood County taxpayers are being asked to fork over additional funds to make the jail twice its size. It comes to us incomplete, with no plan for how it will be staffed or managed or maintained for the long term. Surely, HCSO will need additional jailers to oversee the inmates, and the new jailers will come with fully-burdened costs, including salaries, health insurance, uniforms, equiment, etc. None of the long-term costs have been accounted for, nor even forecast, nor even considered, as far as anyone can tell. Suppose this ballot measure is approved by voters, then taxpayers should expect HCSO to come back to us again with its hand out, asking to staff the new jail, and a bigger budget. One expense begets another expense, begets another expense - and it all falls on the taxpayers to fund. |

Consequence of Voting No (Against) | We have overflow options in place. In the event the HCSO makes more arrests than the jail/beds can accommodate, we have a reciprocal agreement with the surrounding counties (e.g., Tarrant, Erath, etc.) to take our excess inmates. That solution can continue status quo. |

Useful information: | The Hood County taxpayers own the hospital [building] and the acreage surrounding it, and it is managed by the Hood County Hospital District (HCHD) board of directors. Lake Granbury Medical Center, LLC, a for-profit entity (LGMC), has signed a 20-year lease to rent the facilities from HCHD deliver medical services to our community. LGMC hires the doctors and nurses and provides the equipment, such as MRI machines. LGMC paid its rent to HCHD in advance - 20 years of rent, paid up front. HCHD costs $2.5 million per year. Until now, that cost has been covered - not by taxpayers, but by the rents received from LGMC. With this ballot issue, HCHD is hoping to augment its revenues by passing additional costs to the taxpayers of Hood County, due to its past mismanagement of funds; continue reading. HCHD is now 10 years into its 20-year lease with LGMC, and all the money has disappeared. No one can accurately account for where all the cash has gone. Now, with 10 years remaining on the lease agreement, HCHD will receive no additional revenues from the tenant (LGMC has already paid its rent). |

Consequence of Voting No (Against) | According to state law, the counties are responsible to provide for "indigent care." In the event a hospital patient is unable to pay, the county must step in and pay medical costs to the hospital operator (LGMC) for services rendered. Until now, that falls under the purvue of the HCHD, which has mismanaged its funds. Voting AGAINST will result in the HCHD taking their funding from taxpayers, just the same, but with the added oversight by the Hood County Commissioners Court and with better accountability to the taxpayers. |
